Originally, General Grenville Dodge donated the land to the Council Bluff's School Board so that a new school could be built. That school was established as the 32nd Street School in 1892. It had four rooms and a bell tower. It was a 1st. through 4th. grade school with only two teachers.

About 30 years later, at the request of parents and teachers, the school was renamed Benjamin Franklin School.

   In 1974, the old Franklin School was determined to be structurally unsafe.

It was to be replaced by a new school which was to be located on 32nd Street between Avenue C and Avenue D.  About four hundred students and thirty-five staff moved into the building in 1975. This new Franklin School was planned as an "open concept" school, with the classrooms being centered around the media center.

In 1996, the community of Council Bluffs approved a bond issue and a twenty-one month, five phase addition and renovation project that began in March of 1997. The design of the new building allows for a variety of classroom configurations including traditional, self-contained classrooms, movable partitions, team teaching opportunities, and small meeting  rooms for cooperative learning through technology.

Franklin Elementary currently serves students in Preschool through sixth grade. Enrollment is over 500 students with nearly 60 staff members.
