I. CALL TO ORDER

The meeting was called to order by President Gina Malloy at 6:30 p.m.

II. ROLL CALL

The invocation was led by Rev. Noel Kropp with Bethany Lutheran Home.

VII. WE ARE PROUD OF OUR SCHOOLS

· Thomas Jefferson DECA students Matt Herrick and Sean Johnson recently won first place in the Sports & Entertainment Marketing Team Decision Making Team DECA competition. After winning the state event they will compete at Nationals in Dallas, April 28-May 3. As part of the competition, they will take a 100-question test related to their marketing/management area and then do a team role play. They are given a situation and they must develop a plan in a specific amount of time and then do a presentation before judges.

· Accomplishments from the Health Occupations Students of America (HOSA) chapter at the Tucker Center….Trent Harvey from Abraham Lincoln High School was named Iowa's Outstanding HOSA state officer for 2005-06 during the recent HOSA Leadership Conference. Also, Vicki Leaders, Associate Professor of Health Science at the Tucker Center, was named Iowa's Outstanding HOSA State Advisor for 2005-06. They will be recognized at the HOSA national conference in June. Many HOSA students from Abraham Lincoln, Thomas Jefferson and Lewis Central received honors for their achievements in competitions such as medical terminology, medical mathematics, medical reading, sports medicine, veterinary assisting, patho-physiology knowledge, etc. A total of 27 students will be representing the Tucker Center HOSA chapter at the national leadership conference.

· Fifth grade Franklin student, D.J. Jefferson, was honored with an article in the World Herald about his poetry writing. He read some of his poetry at the opening of a newly remodeled Omaha library branch.

· Ten Wilson students qualified for state History Day to be held April 24 in Des Moines. This year's theme is "Taking a Stand in History: People, Ideas, Events." The top two in each category from the district competition are advancing to the state level. These include Wilson students:

o Meghan Boucher: individual performance on the Battle of Lexington

o Courtney Ruff: Individual documentary on Ghandi

o Deric Polberg, Clay Gault, Andrew Kousgaard and David Kousgaard: Group Performance on The Storming of the Bastille

o Tyler Kuhl: Historical paper on Guy Fawkes and the Gunpowder Plot

o Michael Vutov: Historical paper on the Battle of Stalingrad

o Justin Raes: Individual exhibit on Constantine the Great

o Rebekah Domayer: Individual exhibit on "From the Football Field to the Classroom: A Coach who Took a Stand"

Sponsoring Wilson teachers are: Carrie Booms-Ryan and Betsy Rouse.

· During the past weekend's State Solo and Ensemble music contest held at Thomas Jefferson, students at Abraham Lincoln and Thomas Jefferson earned 32 "Superior" ratings, 16 from each school.

IX. SUPERINTENDENT'S REPORT

None.

X. PUBLIC PARTICIPATION

(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)
Joyce Farrington addressed the Board.
Judith Bilello addressed the Board.
Kelly O'Dell addressed the Board.

At 7:15 the Board decided to take a 5 minute recess and will reconvene at 7:20.

XV. CONSENT ITEMS

BE IT RESOLVED that the Board of Education approves the following consent items:

A. Approves the Special Education Placements as presented on Page 14 and recommended by the Superintendent.

B. Approves the three Honors Early Start/Dual Credit Secondary Education Programs Contracts (Tucker Center, Thomas Jefferson High School, Abraham Lincoln High School) with Iowa Western College as presented and recommended by the Superintendent.

C. Approves the Memorandum of Understanding between Iowa Western Community College and the Council Bluffs Community School District to cooperatively sponsor High School Completion programs for students enrolled in the Council Bluffs Community School District (High Tech Success Center and the Kanesville High School) as recommended by the Superintendent.

D. Approves the 2006-2007 28E Agreement (S.P.A.C.E.) and building lease agreement with Iowa Western Community College for the Career and Technical Programs the District offers at the Harmon Tucker Center for Career and Technical Education as presented and recommended by the Superintendent.

E. Awards Bid #06-009, Washington Elementary School Marker Boards, to Decker Equipment in the amount of $10,430.00, as recommended by the Superintendent.

A. Presentation
Presentations were given by Dr. Richard H. Christie, Superintendent of Schools and Greg Rodgers, Executive Director of Business Services.

B. Public Participation

(This is an opportunity for members of the public to address the Board regarding the 2006-2007 Budget.)
Joyce Farrington addressed the Board.

C. BE IT RESOLVED that the Board of Education approves the 2006-2007 Budget, and certifies the tax levy contained therein, as attached. (Page 6)

Presentation was given by Greg Rodgers, Executive Director of Business Services.

B. Public Participation

(This is an opportunity for members of the public to address the Board regarding the proposed plans, specifications, and form of contract for the Abraham Lincoln High School Restroom Remodeling Project.)
Kelly O'Dell addressed the Board.

C. BE IT RESOLVED that the Board of Directors awards Bid #06-005, Abraham Lincoln High School Restroom Remodeling Project, to Paul J. White Construction in the amount of $157,000.00.

XIII. GAAP CONVERSION/MODIFIED ALLOWABLE GROWTH

Presentation was given by Greg Rodgers, Executive Director of Business Services.

B. BE IT RESOLVED that the Board of Directors for the Council Bluffs Community School District hereby approves a request for modified allowable growth to the School Budget Review Committee in the amount of $7,484,014.00 for the increased expenditure cost of converting to Generally Accepted Accounting Principles incurred by the school district by such conversion, as recommended by the Superintendent.

VIII. BOARD'S REPORT

Mark McGee commented that he takes this job seriously and if concerns come forward he addresses those concerns.

Mark Brandenburg referenced the following:
· Legislative Breakfast
· Wellness Committee
· Interested in an update on CrossPointe

Gina Malloy referenced the following:
· Original timeline and noted that the Superintendent's evaluation will be moved to next meeting
· Urban Education Network Lobby Day April 5th

Janine Headen referenced the following:
· Heard complaints on door to elevator being locked at last Board meeting
· Concerned about comments made at March 14th meeting on poverty
· Concern that District committees may have members on them that live outside the District
· Concern about the Superintendent's Advisory Council
· Legislative Breakfast
· Abraham Lincoln High School National Honor Society and Hall of Fame.
· Encourages the Public to express concerns
· Concerned about low reading proficiency
· Still hearing complaints about Monday late starts and early dismissals
· Summer school for Elementary students
· Administrator accountability
· Doesn't appreciate personal undermining at this table
· Will continue to talk to public to increase communication
· Read Rosa Park's quote from the book "Quiet Strength" by Gregory Reed

Marvin Arnpriester referenced the following:
· Warrants for next meeting, has a conflict and would like to trade with next person
· Concerns over wording in Board Policy for payment of claims
· Interested on an update on vending machines
· Questioning the purpose and expectation of the Boards Report

There being no further business, President Gina Malloy declared the meeting adjourned at 9:20 p.m.
