I. CALL TO ORDER

The meeting was called to order by President Gina Malloy at 6:32 p.m.

II. ROLL CALL

Members Present: Marvin Arnpriester, Melanie Bates, Mark Brandenburg, Dave Coziahr, Janine Headen, Mark McGee and Gina Malloy

III. INVOCATION

The invocation was led by Pastor Don Bates from Lighthouse Temple-Church of the Open Bible.

VII. WE ARE PROUD OF OUR SCHOOLS

· The Abraham Lincoln Destination Imagination team earned third place overall at yesterday's State Finals and earned first place in the "main challenge" segment of the competition. Team members include: Jessica Addison, Caitlin and Tessa Brow (Bro), Alex Brummer, Lyndsie Hunter-Mullin, Allison Prideaux (Pree-doe), and Emily Stanford. Another team of students representing both Kirn and Hoover also participated in the State Finals. Destination Imagination is a program geared toward students' creativity and their ability to problem solve and work together as a team to solve a Team Challenge. I want to recognize parent and volunteer Robert Brow, who is the team manager and coach for both these teams and who has been assisting D.I. teams in our district for ten years.

· Kirn Junior High School seventh grader McKenzie Smith is the latest student to be honored with the "Spotlight on Youth Award," formerly the "Worth a Second Look" award. Many of our students have been recognized as part of this program because they meet the criteria of serving as a positive role model for younger children, consistently attending work or school on time, working hard to overcome a hardship or adversity, being a good student or employee and staying out of trouble.

· In the Heritage National Band Contest this past weekend, the Abraham Lincoln High School band department received Division I ratings for the performances of four bands: Percussion Ensemble, Jazz Band "One" and "Two" and the Concert Band. Jazz Band "One" received the first place award in the jazz band division, and the other bands each earned second place honors in their respective divisions. The band is directed by Dr. Terry Hanzlik.

· The local American Red Cross honored Area 13 school psychologist Deb Schwiesow during a recent "Heroes" luncheon. She received the "Lifetime Hero" award for the role she plays as a school psychologist and as a volunteer for the "Iowa Critical Incident Stress Management Team." Deb is among a team of first responders who, on short notice, are dispatched after critical incidents involving children.

VIII. BOARD'S REPORT

Mark Brandenburg referenced that he attended the recent Legislative Breakfast.

Dave Coziahr referenced the following:

· Facilities Committee meeting held on March 23, 2006
· National Public Radio on March 27th regarding Drop Out issues.

Janine Headen referenced the following:

· Legislative Breakfast
· All City Elementary Vocal Choir
· Facilities Committee meeting held on March 23, 2006
· Parents and students expressing concerns
· Concerned about Reading proficiency
· Experimental Reading should be eliminated
· Hears complaints on students not having textbooks
· Complaints about Administrative staff
· Parental concerns regarding Monday late starts and early dismissals
· Parents requests for Summer School classes for elementary students
· Audit report update
· Administrators Health Insurance payouts eliminated
· Comments about Poverty - why are we labeling students
· Addressed question from Board Member Arnpriester on the number of people talking to her
· District has Committee members that don't live in school district
· Asked Superintendent about Executive Cabinet meetings and Superintendent Advisory Council

Marvin Arnpriester referenced the following:

· Asked Mrs. Headen if there is anything good about our District.
· Student and parent climate survey
· Program Improvement Progress report
· Non-residents on committees are in our community
· Concerns about reading are being addressed with a comprehensive Preschool program

Melanie Bates referenced the following:

· Thanked Robert Brow for his volunteering with in our schools and with our students
· Poverty statement was not meant to diminish anybody

Gina Malloy referenced the following:

· Superintendent's evaluations are in and will proceed with the process
· Acknowledged Superintendent Christie for being selected as University of Nebraska at Omaha college of Education recipient of the Hollie Bethel Distinguished Alumnus award
· Independent Audit report will be reviewed when completed

IX. SUPERINTENDENT'S REPORT

Dr. Richard H. Christie, Superintendent of Schools referenced the following:
· Superintendent's Advisory Council - represented by teachers from each building
· District Committees - many work in District even though they don't live in District
· Subgroups is a requirement of State and Federal Law, which may include poverty, racial groups, gender, etc…
· K-3 Literacy Strategists
· Components of our reading program

X. PUBLIC PARTICIPATION

(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)
Joyce Farrington addressed the Board.
Bert Latimer addressed the Board.

XI. PUBLIC HEARING ON THE PROPOSED PLANS, SPECIFICATIONS AND FORM OF CONTRACT FOR THE WALNUT GROVE ELEMENTARY SCHOOL AND CARTER LAKE ELEMENTARY SCHOOL WINDOW REPLACEMENT PROJECTS

Presentation was given by Greg Rodgers, Executive Director of Business Services.

B. Public Participation

(This is an opportunity for members of the public to address the Board regarding the proposed plans, specifications and form of contract for the Walnut Grove Elementary School and Carter Lake Elementary School Window Replacement Projects.)

C. BE IT RESOLVED that the Board of Directors awards Bid #06-003 for the Walnut Grove Elementary School Window Replacement Project to Lueder Construction Company in the amount of $149,700.00 as recommended by the Superintendent.

Resolution to Set Budget Hearing
Be it remembered that on this, the 28th day of March 2006, the Board of Directors of the Council Bluffs Community School District, Pottawattamie County, Iowa, met in session for the purpose of filing the estimate for the local budget of said school district. There was present a quorum as required by law. Thereafter and on said day there was filed the foregoing estimate.

Thereafter said estimate was duly considered by the Board. The Board being fully advised finds that a date of hearing on said estimate should be fixed and it does fix the 11th day of April, 2006, at the hour of 6:30 p.m. on said day as the date of hearing, said hearing to be had in the Board Room, 12 Scott Street, in Council Bluffs, Pottawattamie County, Iowa.

The Secretary was directed to publish the estimate and the notice of hearing as required by law, in The Daily Nonpareil, a newspaper published at Council Bluffs of said county. Publication to be for one insertion at least ten days prior to the date set for hearing.

Presentations were given by Dr. Richard H. Christie, Superintendent of Schools and Greg Rodgers, Executive Director of Business Services.

XVIII. ADJOURNMENT

There being no further business, President Gina Malloy declared the meeting adjourned at 9:01 p.m.

Immediately after adjournment, the Board will hold an exempt session to conduct a strategy meeting of a public employer concerning employees covered by collective bargaining agreement, as provided in Section 20.17(3) of the Code of Iowa.

The Board adjourned from exempt session at 9:26 p.m.
