The meeting was called to order by President Bobbette Behrens at 6:00 p.m.

Members Present:  Melanie Bates, Francis Clark (6:47 p.m.), Dave Coziahr, Gina Malloy, Mark McGee and Bobbette Behrens.
Members Absent:  Marvin Arnpriester

I. CALL TO ORDER

The meeting was called to order by President Bobbette Behrens at 7:00 p.m.
II. ROLL CALL
Members Present:  Marvin Arnpriester, Melanie Bates, Francis Clark, Dave Coziahr, Gina Malloy, Mark McGee and Bobbette Behrens.
III. INVOCATION
The invocation was led by Elder Jim Kurtz from the Community of Christ Church.

BE IT RESOLVED that the minutes of the regular meeting of October 26, 2004, and the New Board Member Orientation of October 26, 2004 be approved.

Marvin Arnpriester referenced the following:

Francis Clark referenced that on Wednesday, November 3, 2004 he attended the Academy of Board Learning Experiences (ABLE) meeting at Underwood.

Mark McGee referenced the following:

· Annual Report
· Iowa School Board Convention.
· Chamber of Commerce and Empowerment meeting.
Gina Malloy referenced the following:
· Recent election.
· 6% Allowable Growth
· Early Childhood
Bobbette Behrens referenced that Chris Schultz, Talented and Gifted Strategist from Abraham Lincoln High School as the newly elected President of Iowa Talented and Gifted Association.
VIII. SUPERINTENDENT'S REPORT
Dr. Richard H. Christie, Superintendent of Schools referenced the following:
· Chris Schultz, Talented and Gifted Strategist from Abraham Lincoln High School as the newly elected President of Iowa Talented and Gifted Association.
· Health Screen
· Recognized the Retirement of Sandra Goecker and thanked her for her service of 41 years to the District.
A. Annual Report
Presentation was given by Diane Ostrowski, Supervisor of Community Services.
IX. PUBLIC PARTICIPATION
(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)

X.  UEN EARLY CHILDHOOD STUDY/GOVERNOR’S IOWA LEARNS COUNCIL REPORT
Presentation was given by Mark Draper, Early Childhood Specialist.
XI. BOARD MEMBERS CHAIRING COMMITTEES
A. Discussion
Discussion by the Board.
B. Resolution
BE IT RESOLVED that the Board approves a Board Member to chair the Policy Review Committee for this year and make the selection each year when the board appoints new committee members.

C. Resolution

BE IT RESOLVED that the Board appoint Board Members or Community Members to chair all standing committees of the Board.

Voting in Favor:  Marvin Arnpriester, Francis Clark, Dave Coziahr and Gina Malloy.
Voting Against:  Melanie Bates, Mark McGee and Bobbette Behrens
XII. CONSENT ITEMS
BE IT RESOLVED that the Board of Directors approves the following consent items:
A. Appoints Janet Reiners, Chief Negotiator, Interim Director of Personnel Services; Greg Rodgers, Finance Director; and Len Faraci, Principal, Bloomer Elementary, to the District Negotiations Team for the 2004-2005 negotiation year.

B. Approves the 2004-2005 Building Improvement Plans, as presented.

C. Gratefully acknowledges and accepts the gift of free health screen for the employees of the Council Bluffs Schools thanks to the contributions of the following businesses:

D. Approves the District Accounting Specialist Position Description (Pages 4 and 5)

E. In addition to the Board Member Committee Appointments/Assignments for the 2004-2005 School Year approved at the October 26 Board Meeting, approves the appointment of Melanie Bates to the Policy Committee, Community Education Advisory Committee, and the Facilities Committee.

XIII.  EXPULSION
BE IT RESOLVED that the Board of Education expels the student named in the Superintendent’s recommendation for the term specified and establishes conditions for re-entry as identified in the Superintendent’s recommendation.

Voting in Favor:  Francis Clark, Dave Coziahr, Gina Malloy, Mark McGee, Marvin Arnpriester, Melanie Bates and Bobbette Behrens.

XIV. ADJOURNMENT
