I. CALL TO ORDER

The meeting was called to order by President Marvin Arnpriester at 7:30 p.m.
II. ROLL CALL
Members Present:  Bobbette Behrens, Francis Clark, Marilyn Heider, Rick Killion, Gina Malloy, Mark Peterson and Marvin Arnpriester.
III. INVOCATION
The invocation was led by Pastor Jerry Hopkins from First Christian Church.
IV. PLEDGE OF ALLEGIANCE

V. APPROVAL OF MINUTES

BE IT RESOLVED that the minutes of the regular meeting of April 28, 2003 be approved.

VII. BOARD'S REPORT
Francis Clark referenced Retirement Tea at Abraham Lincoln High School

Gina Malloy referenced a copy of The Write Touch.

Mark Peterson referenced an article on teacher layoffs that was published in The Daily Nonpareil.

Bobbette Behrens referenced the following:

· Policy Review Committee meeting
· May 5-11, 2003 National Teacher Appreciation Week
· Preschooler recognition
Marvin Arnpriester referenced the following:
· Retirement Tea at Abraham Lincoln High School
· Article in Des Moines Register on all students can learn
VIII. SUPERINTENDENT'S REPORT
Superintendent Richard H. Christie referenced the following:
A. Board/Staff Appreciation
Community Education Foundation to sponsor a staff appreciation ceremony on May 13, 2003 in honor of National Teacher (Staff) Appreciation Week, May 4-10, 2003 and Iowa School Board Recognition Week, May 11-17, 2003.

B. Introduction of The Teacher of the Year and Support Staff Member of the Year
Superintendent Richard H. Christie introduced this years Teacher of the Year as Jean Regan, 9th grade English teacher at Abraham Lincoln High School and this years Support Staff Member of the Year as Rex Rector, Head Custodian at Bloomer Elementary School.

C. He also noted that Deb Hernandez, 4th grade teacher at Hoover Elementary School was awarded the Sams Club Teacher of the Year and Mark Schultz, 3rd grade teacher at Longfellow Elementary awarded the Walmart Teacher of the Year.

IX. PUBLIC PARTICIPATION
(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)

X. AEA SERVICES RENDERED REPORT/JOINT SERVICES AGREEMENT
A. Presentation
Dr. Jim Blietz introduced the following Area Education Agency staff:  Ken Petersen, Board Member; Randy Brown, Board Member; Marilyn Weber, Paul Hans, Glen Grove, Dave Stickrod, Mark Draper, Valerie Jensen, Dave Fringer, Cal Sinn and Phil Bruner.
B.  BE IT RESOLVED that the Board of Directors approves the 2003-2004 Service Agreement between Loess Hills AEA 13 and the Council Bluffs Community School District, as presented.

XI. KANESVILLE HIGH SCHOOL BUILDING IMPROVEMENT PLAN REPORT
Tom Bond, Principal at Kanesville High School introduced members of his Building Improvement Team:  Kay Durfey and Kevin Hansen

B. BE IT RESOLVED that the Board of Directors places on the table the following policies for approval as revised:

XIII. RATIFICATION OF THE TENTATIVE AGREEMENTS WITH THE  COMMUNICATION WORKERS OF AMERICA AND THE EXEMPT EMPLOYEES
A.  Presentation
Presentation was made by Janet Reiners, Personnel Specialist.
B.  BE IT RESOLVED that the Board of Directors of the Council Bluffs Community School District ratifies the Agreement with the Communication Workers of America negotiated by the Board’s representatives and the representatives of the Communication Workers of America, such agreement for the period beginning July 1, 2003, and extending through June 30, 2004.

C.  BE IT RESOLVED that the Board of Directors of the Council Bluffs Community School District ratifies the Agreement with the Exempt Employees negotiated by the Board’s representatives and the representatives of the Exempt Employees, such agreement for the period beginning July 1, 2003, and extending through June 30, 2004.

XIV. IOWA SCHOOL CASH ANTICIPATION PROGRAM (ISCAP)
A. Presentation
Presentation was made by Greg Rodgers, Executive Director of Finance.
B. BE IT RESOLVED that the Board of Directors approves the presented Supplemental Resolution authorizing and providing for the issuance, and authorizing and directing the final terms and conditions of the sale and delivery of Warrants evidenced by Warrant Certificates for the fiscal year ending June 30, 2004, and amending the Master Resolution.

XV. CONSENT ITEMS
BE IT RESOLVED that the Board of Directors approves the following consent items:

A. Approves the tentative lists of graduating seniors as attached (Pages 17-25) for issuance of diplomas, with a final list of graduates certified by the principals to be presented for Board approval in June, 2003.

B. Gratefully acknowledges and accepts the gift from the Council Bluffs Rotary Club of $1,000 for the 6th grade track meet.

C.  Gratefully acknowledges and accepts the gift from Bill Hughes of recreational equipment and office furniture to PACT School and the Tucker Center.

D. Gratefully acknowledges and accepts the gift from Kay Clouser of 30 boxes of copy paper to be distributed to District schools.

E. Authorizes the administration to enter into student teaching contracts with teacher education colleges and universities for the 2003-2004 school year.

F. Approves the Professional Growth Procedures Outline, as presented.

Robert Benson, Assistant Wrestling at Kirn Junior High School

XVII.  CLOSED SESSION
BE IT RESOLVED that a Closed Session, as provided in Section 21.5 (1) (i) of the Open Meetings Law, be conducted to evaluate the professional competency of an individual whose performance is being considered to prevent needless and irreparable injury to that individual’s reputation as that individual has requested a closed session.  The Board went into closed session at 9:28 p.m.
