I. CALL TO ORDER

The meeting was called to order by President Marvin Arnpriester at 7:30 p.m.
II. ROLL CALL
Members Present:  Bobbette Behrens, Francis Clark, Marilyn Heider, Rick Killion, Gina Malloy, Mark Peterson and Marvin Arnpriester.
III. INVOCATION
The invocation was led by President Marvin Arnpriester.
IV. PLEDGE OF ALLEGIANCE

V. APPROVAL OF MINUTES

BE IT RESOLVED that the minutes of the regular meeting of December 9, 2002 and the New Board Member Orientation of December 9, 2002, be approved.

VII. WE ARE PROUD OF OUR SCHOOLS
“Silent Hills Speak”
Diane Ostrowski, Supervisor of Community Services presented Gary Foust, President of the Library Foundation, who introduced Bill Ramsey and Betty Schrier, co-authors of the book “Silent Hills Speak”.
VIII. BOARD'S REPORT
Marvin Arnpriester referenced the following:
· School visits after the first of the year.
· Appreciated Boards work in nominations for Iowa West Foundation Board.
Rick Killion referenced the Finance Committee meeting held on December 17, 2002.

Mark Peterson referenced the following:

· Several student performances at Abraham Lincoln High School
· Ted Stilwell re-appointed as Director and Executive Officer of the State Board of Education
Bobbette Behrens referenced the following:
· Attended Southwest Iowa Board of Realtors meeting where a choir from Hoover Elementary School performed.
Francis Clark referenced the following:
· Finance Committee held on December 17, 2002
· December 19, 2002, Kiwanis Club read to 2nd grade students at Washington Elementary School
Gina Malloy referenced the condition of the education report.
IX. SUPERINTENDENT'S REPORT
Superintendent Richard H. Christie led a discussion on 2002-03 Budget, Allowable Growth, Adjustments to Revenue and Expenses and Solvency Ratio.
X. PUBLIC PARTICIPATION
(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)
Janine Headen addressed the Board.
XI.  PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS AND FORM OF CONTRACT FOR THE THOMAS JEFFERSON HIGH SCHOOL ELECTRICAL SERVICE II/FIRE SPRINKLER SYSTEM III PROJECT AND THE ABRAHAM LINCOLN HIGH SCHOOL ELECTRICAL SERVICE PROJECT
A. Presentation
Presentation was given by Greg Rodgers, Executive Director of Finance.
B. Public Participation
(This is an opportunity for members of the public to address the Board regarding the Thomas Jefferson High School Electrical Service II/Fire Sprinkler System III Project and the Abraham Lincoln High School Electrical Service Project.)
Janine Headen addressed the Board.
C. BE IT RESOLVED that the Board of Directors awards Bid #02-029, Thomas Jefferson High School Electrical Service and Fire Sprinkler System bid to Construct, Inc. at a total cost of $361,700.00.

Voting in Favor:  Gina Malloy, Mark Peterson, Bobbette Behrens, Francis Clark, Marilyn Heider, Rick Killion and Marvin Arnpriester.

D. BE IT RESOLVED that Bid #02-027 for the Abraham Lincoln High School Electrical Service Project not be awarded and be rebid in January 2003, with various alternates included as a part of the revised bid package.

XII. CONSENT ITEMS
BE IT RESOLVED that the Board of Education approves the following consent items:

A.  Grants a diploma of graduation to Jeffery Scott Jansen (Dr. Steve Hardiman, Principal of Thomas Jefferson High School, has certified to the Superintendent of Schools that Jeffery has completed all requirements for graduation.)

B. Awards Bid #02-028, Electrical Panels for Thomas Jefferson High School to Interstate Electric Supply Company at a total cost of $10,392.00.

XIII. EXPULSION
BE IT RESOLVED that the Board of Education expels the student named in the Superintendent’s recommendation for the term specified and establishes conditions for re-entry as identified in the Superintendent’s recommendation.

XIV. PERSONNEL
BE IT RESOLVED that the Board of Education approves the personnel action as listed (Page 5).

BE IT RESOLVED, upon the recommendation of Bobbette Behrens, who audited the bills, that the claims as presented on the Warrant Registers be approved.

XVI. ADJOURNMENT
