The meeting was called to order at 6:15 p.m. by President Marvin Arnpriester.

Presentations were given by Ed Propst, Supervisor of Technology and Greg Rodgers, Executive Director of Finance.

I. CALL TO ORDER

The meeting was called to order by President Marvin Arnpriester at 7:31 p.m.
II. ROLL CALL
Members Present:  Bobbette Behrens, Francis Clark, Rick Killion, Gina Malloy, Mark Peterson and Marvin Arnpriester.
Members Absent:  Marilyn Heider
III. INVOCATION
The invocation was led by Pastor David Erickson from First Christian Church.
IV. PLEDGE OF ALLEGIANCE

V. APPROVAL OF MINUTES

BE IT RESOLVED that the minutes of the regular meeting of November 25, 2002, and the New Board Member Orientation of November 25, 2002 be approved.

VII. WE ARE PROUD OF OUR SCHOOLS
Lynn Boyd, Vocal Music Instructor from Abraham Lincoln High School introduced student performers from Abraham Lincoln High School’s production of Damn Yankees.
VIII. BOARD'S REPORT
Rick Killion referenced the following:
· Information from Lee Tacke on Graduation rates
· Information from Ted Stillwell on athletic eligibility
· Report on Parent Teacher conferences
Francis Clark referenced history book written by Steven Ambrose, which referenced Education as a part of the history.

Gina Malloy referenced the following:

· Thanked the students from Abraham Lincoln High School for their performance tonight.
· Lobby Day for Urban Education Network on Tuesday, January 28, 2003.
· Question raised during the November 12th Board Meeting and the response letter that was returned.
Marvin Arnpriester referenced the following:
· To engage community concerning athletic eligibility.
· Condition of Education from State Board of Education.
IX. SUPERINTENDENT'S REPORT
Superintendent Richard H. Christie referenced the following:
· Iowa West Foundation grant for early education at Lewis & Clark Elementary School.
· Article in The Daily Nonpareil on two teachers from Council Bluffs Community School District that received National Board Certification.  They were: Rod Cameron and Lori Tekippe.
· Annual Report was presented by Diane Ostrowski, Supervisor of Community Services.
X. PUBLIC PARTICIPATION
Janine Headen addressed the Board.
XI. PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS AND FORM OF CONTRACT FOR  SECURITY/SURVEILLANCE SYSTEMS AT VARIOUS SCHOOL SITES
A. Presentation
Presentation was given by Dr. Jo Campbell, Assistant Superintendent of Schools.
B. Public Participation
Janine Headen addressed the Board.
C. BE IT RESOLVED that the Board of Directors awards Bid#02-025 for Security/Surveillance Systems for Abraham Lincoln, Walnut Grove, Edison, and Carter Lake to Barone Security at a total cost of $44,307.00.

Voting in Favor:  Mark Peterson, Bobbette Behrens, Francis Clark, Rick Killion, Gina Malloy and Marvin Arnpriester.

XII.  CONSENT ITEMS
BE IT RESOLVED that the Board of Education approves the following consent items:

A.  Awards Bid #02-026 for Electrical Switchgear, Transformers and Panels for Abraham Lincoln High School to Interstate Electric Supply Co. at a total cost of $22,100.

B.  Approves the completion and final payment of the Kirn Junior High and Abraham Lincoln High School Track Resurfacing Project.  As per Chapter 573 of the Code of Iowa, the final retainage will be paid at the end of thirty days if there are no claims on file.

XIII. ADJOURNMENT
There being no further business, President Marvin Arnpriester declared the meeting adjourned at 8:42 p.m.

Immediately after adjournment, the Board will hold a closed session to conduct a strategy meeting of a public employer concerning employees covered by collective bargaining agreement, as provided in Section 20.17(3) of the Code of Iowa.

The Board returned from Closed Session at 9:55 p.m.
