I. CALL TO ORDER

The meeting was called to order by President Marvin Arnpriester at 7:32 p.m.

The invocation was led by Rev. Michael Petry from Timothy Lutheran Church.

V. APPROVAL OF MINUTES

BE IT RESOLVED that the minutes of the regular meeting of September 23, 2002 and the Organizational Meeting of September 23, 2002, be approved.

A. Discussion on Board Members Chairing Board Committees

A discussion by the Board on whether or not Board Members should chair Board Committees was held.

Bobbette Behrens referenced the Iowa Association of School Boards District meeting held at Lewis Central Community School District.

Mark Peterson referenced the Iowa Association of School Boards District meeting held at Lewis Central Community School Distrct.

Rick Killion referenced the following:

· Publicly thanked voters of the Council Bluffs Community School District.
· Noted the amount of information provided to the Board is very good.
· Attend Improvement Advisory Committee.
· Kirn pool now open and is very nice.

Marilyn Heider referenced the following:

· Congratulated the Thomas Jefferson High School Band on their performance.
· State Marching Band Competition to be held at Lewis Central Community School District.

Gina Malloy referenced the following:

· Publicly thanked voters of the Council Bluffs Community School District.
· Iowa Association of School Boards District meeting held at Lewis Central Community School District.

Francis Clark referenced the following:

· Article in The Des Moines Register printed September 19, 2002 on  teacher pay.
· Annual Progress Report
· Building Improvement Plans
· Program Improvement Plans
· Article in Education Weekly entitled “Failure of Head Start”

 Superintendent Richard H. Christie referenced the following:

· Media coverage on proper nutrition and overweight children.
United States Department of Agriculture (USDA) Pilot Grant for Walnut Grove Elementary School to receive Fruits and Vegetables.
· National Merit Scholarship Program.
· Three Council Bluffs Community School District Teachers qualify for Iowa Council of Teachers for English.
· Certified Enrollment and Allowable Growth.

(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)

Janine Headen addressed the Board.
Sam Irwin addressed the Board.

A.  Presentation

Presentation of the 2003-2004 Calendar was given by Denise Jennings, Assistant Principal at Kirn Junior High School.

B.  Public Participation

(This is an opportunity for members of the public to address the Board regarding the 2003-2004 Calendar proposal.)

Kevin Brown addressed the Board.
Janine Headen addressed the Board.

Presentations were given by Mark Draper, Early Childhood Specialist and Mary Dickerson, Supervisor of Title 1/K-6 Language Arts.

BE IT RESOLVED that the Board of Education approves the following consent items:

BE IT RESOLVED that the Board of Education expels the student named in the Superintendent’s recommendation for the term specified and establishes conditions for re-entry as identified in the Superintendent’s recommendation.
