I. CALL TO ORDER

The meeting was called to order by President Marvin Arnpriester at 7:02 p.m.
II. ROLL CALL
Members Present:  Bobbette Behrens, Lou Carta, Francis Clark, Ken Petersen, Mark Peterson and Marvin Arnpriester.
Members Absent:  Marilyn Heider
III. INVOCATION
The invocation was led by Board Member, Ken Petersen.
IV. PLEDGE OF ALLEGIANCE

V. APPROVAL OF MINUTES

BE IT RESOLVED that the minutes of the regular meeting of July 22, 2002, be approved.

VI. APPROVAL OF AGENDA

VII. BOARD'S REPORT
Mark Peterson referenced that this was the last year for his children to be in the Council Bluffs Community School District and also reflected on the last school year.

Lou Carta referenced that it is good to be back.

Bobbette Behrens referenced the following:
· Urban Education Network meeting in Des Moines
· Will attend the upcoming Iowa Association of School Boards Academy of Board Learning Experiences (ABLE) meeting at Kirn Junior High School.

Francis Clark referenced the following:
· Senator Tom Harkin’s visit to Longfellow Elementary School
· Jim Pratt, attorney, wrote an article entitled “Born Identity” and in the article he mentions some of the schools in this community.
· General Assembly held August 19, 2002.
· Curriculum Handbook

Ken Petersen referenced the following:
· Iowa Association of School Board’s Board Candidate Session held July 30, 2002.
· July 31, 2002 - met 10 new Area Education Agency Superintendent’s.
· August 5, 2002 - 1 on 1 orientation for candidates
· August 9, 2002 – Administrators kickoff
· August 13, 2002 – Senator Tom Harkin’s visit to Longfellow Elementary School
· August 15, 2002 – New teacher orientation
· August 19, 2002 – staff kickoff
· August 23, 2002 – attended meeting in Des Moines
· August 26, 2002 – Interviewed Governor Vilsack
· August 26, 2002 – Senator Mike Gronstal attends Board meeting.

Marvin Arnpriester referenced the following:
· Kickoff session and acknowledged the students and staff from Abraham Lincoln High School and Bloomer Elementary School for their contribution to the event
· Administrator’s kickoff
· New Teacher orientation
· August 1, 2002 received petition from 118 patrons to repeal Physical Plant and Equipment Levy.
· Responded in writing to questions raised at July 22, 2002 Board meeting.

VIII. SUPERINTENDENT'S REPORT
Superintendent Richard H. Christie referenced the following:
· Master Facilities Plan and the 1¢ Option Sales Tax/PPEL
· During the beginning of the year, sessions on professional development were discussed and today was the first day for those sessions.
IX. PUBLIC PARTICIPATION
(This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.)
 
Janine Headen addressed the Board.
Kevin Brown addressed the Board.
Sam Irwin addressed the Board.
X. DISCUSSION WITH LEGISLATORS
Senator Mike Gronstal addressed the Board regarding the upcoming Legislative Session:
· Class size and reading
· Teacher salaries
· Early Childhood education is #1 priority.
XI.  STUDENT SERVICES PRESENTATION
Ron Diimig, Supervisor of Student Services spoke about software developed for Student Services.
XII.  TREASURER’S REPORT FOR THE FISCAL YEAR ENDING JUNE 30, 2002
A. Presentation
Presentation was given by Greg Rodgers, Executive Director of Finance.
B. BE IT RESOLVED that the Board of Directors accepts the Treasurer’s report as presented for fiscal year ending June 30, 2002.

XIII.  SUPERINTENDENT GOALS FOR 2002-2003
A.  Presentation
Presentation was given by Superintendent Richard H. Christie
B. BE IT RESOLVED that the Board of Directors approves the Superintendent Goals for 2002-2003 as presented.

XIV.  POLICIES
A.  Public Participation
(This is an opportunity to address the Board on Policy BBD.)
Janine Headen addressed the Board.
B. BE IT RESOLVED that the Board of Directors removes from the table Policy BBD, Board Member Removal From Office, for approval.

C. BE IT RESOLVED that the Board of Directors approves Policy BBD, Board Member Removal From Office.

XV. CONSENT ITEMS
BE IT RESOLVED that the Board of Education approves the following consent items:

A. Grants a diploma of graduation to Darrell James Chatterton  (Dr. Steve Hardiman, Principal of Thomas Jefferson High School has certified to the Superintendent of Schools that Darrell has completed all requirements for graduation.)
 
B. Approves the Vehicle Maintenance Agreement with the City of Council Bluffs for the 2002-2003 fiscal year, as presented.

C. Approves the Interagency Agreement with Hamburg Community School District for participation in the Medicaid Administrative Claims program from July 1, 2002 - June 30, 2003.

D. Approves the Interagency Agreement with Shenandoah Community School District for participation in the Medicaid Administrative Claims program from July 1, 2002 - June 30, 2003.

E. Approves the Interagency Agreement with Atlantic Community School District for participation in the Medicaid Administrative Claims program from July 1, 2002 to June 20, 2003.

F. Gratefully acknowledges and accepts the gift of 163 new safety patrol vests to the elementary schools from the Knights of Ak-Sar-Ben Foundation.

G.  Gratefully acknowledges and accepts the gift of $1,000 to help purchase playground equipment for the Lewis & Clark early childhood addition from the Sam’s Club Foundation.

H.  Approves the 2002-2003 Substitute Teaching Rates as follows:

    Short Term Rate:   $130.00
    Long Term Rate*
     Day 6    $140.00
    Extended Rate
     Day 91   $145.00
    *After 5 days, teacher with restrictions must be in the same assignment.
    *After 5 days, teacher with no restrictions until consecutive days of service are interrupted.
I.  Approves the 2002-2003 Joint Service Agreement with Loess Hills AEA 13, as presented.

J.  Approves the 2002-2003 School Resource Officer Program Agreement with the City of Council Bluffs, as presented.

K.  Approves the Even Start Lease Agreement with Fifth Avenue United Methodist Church as presented.

L.  Approves the readmission of the four expelled students who have met the requirements for readmission.

M.  Approves application for two new Iowa Demonstration Construction Grants – Fire/Life Safety Grant, $275,000 (no match required); IA Demo. Construction Grant (Plumbing Systems), $1,700,000 (includes a $700,000 match by the District).
