I. CALL TO ORDER

The meeting was called to order by President Marvin Arnpriester at 6:20 p.m.
II. ROLL CALL
Members Present:  Francis Clark, Ken Petersen (7:18 p.m.), Cathy Ryba and Marvin Arnpriester.
Members Absent:  Randy Ewing, Mark Peterson and Dave Strom.
III. APPROVAL OF AGENDA
BE IT RESOLVED that the agenda as submitted be approved.

Quorum not present.

IV. PROGRESS REPORT ON STRATEGIC GOAL #2
“All students will successfully demonstrate competence on the District Graduate Standards and will graduate.”

Presentations were given by Dee Engstrom, Supervisor of Assessment and Mary Dickerson, Supervisor of Elementary Education.

V. ADJOURNMENT
There being no further business, President Marvin Arnpriester declared the meeting adjourned at 7:20 p.m.

The following students who have earned the honor of taking their National History Day Projects to state competition shared their projects with the Board: Colby Rueschenberg, Ben Bramblet and Alex Hedrick from Roosevelt Elementary School; Kara Mooney and Beth Kenkel from Kirn Junior High School; Carrie Beck and Muriel Huckins from Abraham Lincoln High School.  Teachers Deb Masker, from Kirn Junior High and Patricia Goergen, from Roosevelt Elementary School are their sponsors.

IX. BOARD'S REPORT
Mark Peterson referenced the following:
· Responded to questions raised during public participation.
· School visitations to Kanesville High School and Crescent
Elementary School and interactions with students and Principals on Building Improvement Plans and Master Facilities Plans.
· Attended Public Policy meeting of the American Association of University Women.
Cathy Ryba referenced the School visitations to Kanesville
High School and Crescent Elementary School and interactions with students and Principals on Building Improvement Plans and Master Facilities Plans.
Ken Petersen referenced the following:
· Job Fair at Iowa Western Community College.
· Area Education Agency 13 Board meeting in Bettendorf, Iowa
· School visitations to Kanesville High School and Crescent
Elementary School and interactions with students and Principals on Building Improvement Plans and Master Facilities Plans.
Francis Clark referenced the following:
· School visitations to Crescent Elementary School and interactions with students and Principals on Building Improvement Plans and Master Facilities Plans.
· Responded to questions raised during Public Participation.
Marvin Arnpriester referenced the following:
· Responded to questions raised during Public Participation.
· Urban Education Network meeting held in Waterloo, Iowa.
 X. SUPERINTENDENT'S REPORT
Superintendent Richard H. Christie referenced the following:
· Responded to questions raised during Public Participation.
· Recognized Jean Burns, 5th/6th grade teacher from Gunn Elementary School as a finalist in the Department of Energy’s Einstein Fellowship program for math, science and technology educators.
· Diane Ostrowski, Supervisor of Community Services received recognition for Logo and Annual Report with awards for excellence from the State of Iowa.
· Council Bluffs Community School District received notification of an award for Vision Iowa School Infrastructure Program Grant for one million dollars.
· Legislative session.
XI.  PUBLIC HEARING ON THE MATTER OF RESOLUTION OF QUIT CLAIM UNTO CITY OF CARTER LAKE, IOWA
A.  Presentation
Presentation was given by Greg Rodgers, Executive Director of Finance.
B. Public Participation
Janine Headen addressed the Board.
C. BE IT RESOLVED that Council Bluffs Community School District, Grantor, in consideration of the sum of One Dollar and other valuable consideration in hand paid do hereby Quit Claim unto City of Carter Lake, Iowa, a municipal corporation, Grantee, all its right, title, interest, estate, claim and demand in the following described real estate situated in Pottawattamie County, Iowa, to-wit:

The South 150 feet of the east 200 feet of Lot C of Auditors Sublot 6 in Section 16, Township 75 North, Range 44 West of the West PM, and the East 50 feet of West 510 feet of Auditors Sublot 9, Carter Lake, Pottawattamie County, Iowa.

Reserving unto the Grantor a right of ingress and egress over the west 50 feet of the above described property for the purposes of maintaining access to the school building adjacent to the North.

XII. PUBLIC HEARING ON PROPOSED PLANS,  SPECIFICATIONS, AND FORM OF CONTRACT FOR A NEW GYMNASIUM FLOOR FOR ABRAHAM LINCOLN HIGH SCHOOL
A. Presentation
Presentation was given by Greg Rodgers, Executive Director of Finance.
B. Public Participation
Janine Headen addressed the Board.
C. BE IT RESOLVED that the Board of Education award Bid #01-011 to Swanson Gentleman Hart, Inc. of Omaha for the total of $121,500.00, which includes the alternate bid for painting.

XIII. BUILDING IMPROVEMENT PLAN REPORT – CARTER LAKE  ELEMENTARY
Jack Holder, Principal at Carter Lake Elementary School introduced teachers Chris Royer, Reading Recovery/Literacy Strategist and Michele Keefer, Reading Recovery/Literacy Strategist who made presentations.
XIV.  LOESS HILLS AREA EDUCATION AGENCY 13 PROGRAM REPORT
Presentations were given by Jim Blietz, Area Education Agency 13 Chief Administrator, Becky Messinger, School-Based Interventionist and Kathy Hanafan, School-Based Interventionist.

Board Members for Area Education Agency 13 are:  Nancy Coziahr, Randy Brown and Ken Petersen.

Other Area Education Agency 13 staff present were:
Glenn Grove, Director of Special Education; Marilyn Weber, Director of Learning Resources; Dave Stickrod, Director of Curriculum, Instruction and Assessment; Lori Swanson, Regional Administrator; and Mark Draper, Early Childhood Specialist.

XV.  TEACHER AND STAFF APPRECIATION WEEK PREVIEW
Presentation was given by Diane Ostrowski, Supervisor of Community Services.
XVI.  AUDITING SERVICES
A. Presentation
Presentation was given by Greg Rodgers, Executive Director of Finance.
B. Awards the bid for Auditing Services for 2000-01, 2001-02, and 2002-03 to Nolte Cornman & Johnson P.C.  – total bid amount, $33,600.

BE IT RESOLVED that the Board of Education approves the following consent items:

A. Approves the Memorandum of Understanding between Iowa Western Community College and the Council Bluffs Community School District regarding the High Tech Success Center and its High School Completion program, which is housed at Kanesville High School, as presented.

B. Approves the 2001-2002 Secondary Programs in Area Career Education (S.P.A.C.E.) contract as presented.

C. Approves the Joint Service Agreement between Loess Hills Area Education Agency 13 and the Council Bluffs Community School District for the 2001-2002 school year as presented.

          BE IT RESOLVED, upon the recommendation of Cathy Ryba, who audited the bills, that the claims as presented on the Warrant Registers be approved.

XXI. CLOSED SESSION
BE IT RESOLVED, that a Closed Session, as provided in Section 21.5 (1) (i) of the Open Meetings Law, be conducted to evaluate the professional competency of an individual whose performance is being considered to prevent needless and irreparable injury to that individual's reputation as that individual has requested a closed session

The Board went into Closed Session at 10:35 p.m.
